The contrast in size between the world and the figure shows the difficulty of job at hand. Having only one figure rather than many figures also emphasizes the difficulty of the job when its only one person, and how the absences of people not caring or not being present in the problem has brought it to the state it is currently in. The bright color of the blue paint shows us what it use to be and what if can be if someone takes the time to care.
